What you need to use SKYPE:
1. a computer with either a built-in webcam, or a separate
webcam. (Webcams normally just plug into a USB port and you're ready to
go!)
2. a fast internet connection (such as DSL, cable or FIOS; dial-up is not fast enough).
3. Create a FREE account at Skype.com and download Skype to your
computer for FREE. (the Skype website will tell you the
minimum system requirements for your computer type, etc.)
The Skype website has little tutorials,
plus once you download and
launch Skype, there is a 'help' tab up at the top of the window where
you can access help topics.
4. Video calls to and from your Skype, to anyone else's Skype, is FREE.
(They also have paid subscriptions, but that's just in case you
want to call someone's PHONE from your computer.)

More about setting up SKYPE:
After you've downloaded and opened Skype, you can go to its PREFERENCES
window and click on the VIDEO tab;
there, you'll be able to see how your camera sees you.
So that you can aim the camera at yourself.
For harp lessons, aim your webcam so that you and your harp can be seen.
When you call someone on Skype, you'll be able to see a SMALL
picture of YOURSELF in the corner, with a LARGE picture of the person
you're calling on your computer monitor.
(The person you're calling also sees a LARGE picture of YOU and a SMALL picture of him/herself.)
